When I first ordered my kat I went to DMV and reserved R BLU CAT. I later found out that D PROWLER was available so I got that instead. I thought they had released the other plate back to the public but I guess not. I just got a card in the mail that it is still at the DMV office.

I haven't registered this plate or said that it would be on a particular vehicle so I don't if I can release it to someone else or not but if somone wants to try, I am game.
